Legal API: outputs to show when status is Rejected

• need to show original application (in Rejected + Approved states)
  • similar to future effective IA -- no incorporation number, no effective date, etc
• need to show user's documents (in Rejected + Approved states)
• need to allow receipt download (in Rejected + Approved states)
  Naveen and Olga to determine if we should the original receipt and/or the refund receipt if available -
  feedback: No Refund Receipt
• verify Approved state (ie, after staff has approved/accepted the review but before the Filer has completed the filing)
  • subtitle should be "Filed and Pending | Paid"
  • it is basically the same as Paid state
  • can be tested by creating future-effective filing and approving it

1. Email download doesn't work (Vysakh already has fix).
2. Need ability to download original application.
