With the previous ``` [build-system] requires = ["briefcase"] ``` any projects that were previously pip installable now fail. The absence of an explicit build-system section leads to fallback behaviour identical to that of `requires = ["setuptools", "wheel"]`, and briefcase also runs fine without a build-system section included in pyproject.toml
Include setuptools & wheel by default in pyproject.toml build-system
