These two files from the forked repos are getting a new line inserted before a block of comments each time they are formatted.
AspNetWebStack/src/CommonAssemblyInfo.cs
runtime/src/coreclr/System.Private.CoreLib/src/System/Diagnostics/Eventing/EventPipe.CoreCLR.cs
