Feature: P2P network status indicator

Implements #6326

Key features:

• green | yellow | red status indicator in bottom footer bar.
• clicking on the indicator describes the state and links to bisq.wiki.
• incorporates an hourly self-ping test if there are no inbound connections.
• if the self ping does not succeed, the status indicator flashes to draw user's attention to the issue.
• the tor icon is clickable to bring up the tor settings dialog.
