37946c0 Set notifications m_tip_block in LoadChainTip() (Sjors Provoost)

Pull request description:

  Ensure KernelNotifications `m_tip_block` is set even if no new block arrives.

  Suggested in bitcoin/bitcoin#31297 (comment)
