A single project can now have multiple carbon_tax_allowance_tco2_per_mwh, one for each type of fuel group (e.g. gas, liquid or solid). The previous implementation allows for only one carbon tax allowance per project. The carbon tax allowance is now multiplied by the power produced by each fuel group instead of the total power produced by the project. We also need to use the project average heat rate rather than the heat rate in each timepoint to avoid non-linearities in calculating the allowances.
