For some reason we had both `@babel/core` and `babel-core` installed.
Bump `@testing-library/jest-dom`, `@testing-library/svelte`, `jest-transform-svelte` and `raf`
Since we switched to using the Coveralls GitHub Action (https://github.com/coverallsapp/github-action) in dc4dec4, we shouldn’t need this as a direct dependency any more.
Updates to jest types require declaring custom matchers to compile correctly.
lint-staged >11 drops Node 10 support, so we could update to latest once boardgame.io drops Node 10 support
