Originally opened as adobe/brackets#1899

This pull request moves the resizable panels size preferences to the Resizer module itself. Panels no longer need to keep track of their size. Size preferences are stored based on the panel id and retrieved when they're made resizable.

It also adds support for a new html attribute data-minsize that allows to set a minimum size for auto-resizable panels.

@redmunds Maybe you'd want to stay on this and see it through? ;)
