Sync option got UNSELECTED and password is not syncing

Description

• Sync settings is NOT selected everytime I open browser.
• Also, password is not syncing at all.

Steps to Reproduce

1. Go to settings page
2. click Sync

Actual result:

Expected result:

It should keep selecting the specific option.

Same here on 1.31.91 Chromium: 95.0.4638.69 (Official Build 😅 ) (arm64)

brave://settings/braveSync/setup no longer saving changes

However fixed/works in 1.34.10 Chromium: 96.0.4664.45 (Official Build) nightly (arm64), but can't sync to the Official Build from the bug, same with Windows Brave

Not tried Beta yet
