Description

Debounce sometimes shows an error page and then after a brief delay it reloads and navigates to the correct final page

Steps to Reproduce

1. Open https://www.cnn.com/cnn-underscored/reviews/best-cordless-stick-vacuum?iid=CNNUnderscoredHPcontainer
2. Click on any of the Best Buy links

Actual result:

briefly shows error page saying the load failed and then reloads to the correct page

Expected result:

should just load the correct debounced url
