Only show HTTPS URL in History when both HTTPS and HTTP exist

Description

We should show preference to secure over insecure URLs in History. Currently they are listed first, however when two entries are identical except for one is secure and one is not, we should only show the secure version. Example screenshot provided by user is below.

Steps to Reproduce

1. Visit site with shields up and shields down so you get same URL with both https and http.
2. View history.
3. Both URLs visible.

Actual result:
(from user) Multiple Amazon entries (some which will be resolved by #9827):

Expected result:
Where available, only show the secure URL.

Reproduces how often: unknown.
