Makes our string formatting (more or less) consistent:

  • f-strings instead of .format or % formatting (with very few exceptions) – we don't have to worry about Python <3.6 any more
  • Triple double quotes for docstrings
  • Double quotes for user-facing text (e.g. error messages), with single quotes for things like variable names in the text

This is intentionally one massive commit, to make it easy to exclude it from things like git-blame.
