Remaining places that dashless are used:
v1beta1andv1buf.lock files.ModuleRef.Ref()can be either a dashless or dashful commit ID.ResourceRefcan also accept both.image.v1.ImageFiles. We can't change thecommit_idfield to dashful here for historical reasons.
