Move date range picker in Traffic Stops tab

What's changed:

• Move the date range picker so that it's above the graphs at the top of the page
• Update the traffic stops component to make line graphs react to the date range picker changing its value
• Update the api views to return data within the date range if found in the request params, otherwise it should work as it was prior
