setup script is outdated

Noted in https://github.com/orgs/camicroscope/discussions/785

The setup script is 3 years old and doesn't work as expected; we pulled in seding etc such that it's part of caracal rather than ca-idx which no longer exists.

In any case, the script should be fixed or rewritten for people to use just caracal.

Additionally, as discussed in https://github.com/orgs/camicroscope/discussions/758, mongo's binaries are likely different than expected too.
