Add simple Python script to compute duration from regression runs #2217

After we run regressions, script does a simple analysis like the following:

$ python src/main/python/analyze_regression_logs.py
Found log files for 366 regression runs.

Start time: 2023-09-29 13:35:46,220
End time:   2023-10-05 02:06:34,648

Duration: 5 days, 12:30:48.428000 ~132.5h
