Move tendermint consensus config overrides (#1012)

Addresses
celestiaorg/celestia-app#669 (comment)
by copying the consensus config overrides from celestiaorg/cosmos-sdk.

This PR should be merged in parallel with
celestiaorg/cosmos-sdk#284
