feat: Add ABCI method needed for Fraud Proof Verification

Description

Adds the following method required for Fraud Proof Verification to the ABCI interface:

VerifyFraudProof (FraudProof, expectedAppHash) → VerifiedSuccess

Also, adds a test called TestABCIEndToEndFraudProof to test out added ABCI method.
