Update celo's custom config script with latest changes to code.

It fixes rollups deployment (using packages/contracts-bedrock/scripts/getting-started/config-vars-celo.sh script)

You may need to update your ignored .envrc files, renaming USE_PLASMA -> USE_ALTDA
