With the basic skeleton and temporary test stuff working, I was able to go through and build out the remaining CRUD logic for the API and clean out the temp stuff.
The logic is basic at the moment, but one of the future PRs is going to introduce the concept of users which will end up modifying some of the simplistic logic here.
