Update dependencies for Node v18.17.1 LTS

Summary

This PR updates dependencies to be in sync with the most recent LTS version of Node, v18.17.1.
And a few changes to webpack still works

    • shaka-player updated to ^4.4.1
    • webpack updated to ^5.88.2
    • webpack-cli updated to ^5.1.4
    • webpack-dev-server updated to ^4.15.1
      add: terser-webpack-plugin ^5.3.9 recommended by webpack
      remove: uglifyjs-webpack-plugin.

How to test

Switch to Node version v18.17.1 and verify that everything functions correctly.
