Description of the bug

What it says on the title. The HPR box magazine was changed awhile back to not be able to have ammo pulled out of it because people were using it to circumvent ammo restrictions on loadouts - something must have changed (a QoL update I imagine) in recent time to allow it again, as you can now fill magazines directly from the HPR box magazine.

What's the difference with what should have happened?

You shouldn't be able to use box magazines to refill regular pulse rifle magazines. Bullets are explicitly NOT removable from HPR box magazines for this reason.

How do we reproduce this bug?

1. Have HPR box magazine
2. Use box magazine on empty regular pulse rifle magazine
3. Congrats, you have 300 extra bullets for the low cost of one inventory slot
