Feature Request: Automated weekly reminder for TOC members with pending vote

In the past voting through DL was a nice way to remind TOC members that they still have to vote. However, with the new approach this is gone as everything is done through emoji votes.

It would be nice to have an automated reminder every week to give a nudge to TOC members that have not voted yet to bring this to their attention.

We now list and mention pending voters when the vote status is checked. This, when used in combination with the automatic status check, can be used to schedule reminders periodically and at the same time report how the vote goes. If this gets too noisy for the voters we may need to revisit it, but let's see how it goes. We'll deploy it tomorrow morning 🙂
