cli test failing with go stack

Hi There,

I am trying building cockroachdb with below env
cockroachdb - 20.1.0
go - 1.13.5
on ppc.

While apart from 2 test suits all passes the cli one fails exactly with the same error for all version of Go.

This is how it starts

Please file a regular issue with the full stack trace. This looks like a regular bug we need to look into.

@jordanlewis how do you suggest we can make it clear in this "discussions" feature that regular bugs should be filed as issues instead of q&a?
