GitHub is the new Code4rena forum

What was the "rulebook" repo on GitHub has now become the org repo and is the hub for all C4 things related to governance, community forums, and improvement of C4. This also ensures we have two tools for all C4 communication: Discord and GitHub.

The discussions section of this repo will be where we'll move our previous forum and governance discussion.

We'll continue to use the issues in this repo to discuss details of rules and interpretation, and to address and surface inconsistencies in judging where we need to work on building consensus or fleshing out nuance.

Some content has been / will be migrated, others we'll just let drift into the past, but we'll keep this forum archive handy and available.

This migration is one aspect of initializing our new roles of certified wardens, scout, and mason.
