The Github API to fetch license does not work for the repository. It works only if the license for the repository is present at the root level as per https://docs.github.com/en/repositories/managing-your-repositorys-settings-and-features/customizing-your-repository/licensing-a-repository#determining-the-location-of-your-license.
Seems like the repo has two variations available for every artifact that it prodcues, one with the ASL i.e. Apache Software License (for example, https://mvnrepository.com/artifact/org.codehaus.woodstox/wstx-asl) and the other with LGPL i.e. GNU Lesser General Public License (for example, https://mvnrepository.com/artifact/org.codehaus.woodstox/wstx-lgpl). Both the artifacts are functionally equivalent, the only reason behind this demarcation is to provide freedom of usage subject to license restrictions.
