Rollup merge of rust-lang#114622 - petrochenkov:noplugin, r=oli-obk

rustc: Move `crate_types` and `stable_crate_id` from `Session` to `GlobalCtxt`

Removes two pieces of mutable state.
Follow up to rust-lang#114578.
