This provides nice integrations for tgrade-contracts, replacing some core modules and providing stubs. Eg. governance and staking and slashing and distribution now take place in contracts - Wire that up in the default init, also provide stubs to route "standard" stargate proto messages and queries from those modules to or contracts (so eg. block explorers making staking validator queries will get info from the PoE contracts)
