Build borsh package first, then build anchor package #2306

Essentially you can't build anchor without first building the borsh package it depends on because of something to do with how the yarn monorepo works? If there's a better way to automatically build sibling package dependencies in yarn monorepos please let me know because it feels like kind of a hack to just add this extra command to the yarn build:node command of the anchor package. It works though!
