Remove GetSignatures from SigVerifiableTx (#6550)

* Remove GetSignatures from SigVerifiableTx

* Fix conflicts

* update client tests

* fix x/auth tests

* add MultiSignatureData test case for ConsumeTxSizeGasDecorator test
