Enable FutureOps in Simulations to queue additional FutureOps #10468

We then add any new futureOps to the queued ops list. This enables simulations to run chains of Operations rather than only being able to go one layer deep. Summary
I am currently working on developing simulation tests for smart contracts in wasmd and it would be helpful if future operations could have other future operations as certain ops are required to take place after each other (store, instantiate, execute, etc...)
Currently cosmos-sdk only allows futureOps to go one level deep: https://github.com/cosmos/cosmos-sdk/blob/master/x/simulation/simulate.go#L334
