This PR targets release/v7.5.x.

this happens to me too and gets annoying. Haven't looked into when these are gen'ed.

when we first added 08-wasm these data directories started popping up all over my local checkout - its fine when they're empty for the most part and don't ever get checked in but something these lock files show up (maybe when flicking between branches and such)
