cmd/geth: drop geth js command (ethereum#25000)

* cmd/geth: drop js command

* cmd: simplify ipc path determination for attach

* Add deprecation warning for js

* rm testdata for exec

* fix account unlock test cases

* Update cmd/geth/consolecmd.go
