The API tests have been rationalized a bit, removing irrelevant test scenarios that were specific to oC10 core.
So I have touched .drone.star here to remove some test scenario tags that are no longer used.
GitHub needs one of you to approve any change to .drone.star

Note: this PR to bump the APITESTS_COMMITID is needed so that the latest test scripts are running. I am aware that there is also a switch to GitHub Workflows in progress. This PR should make the output of tests a little bit cleaner to read, hopefully helpful when tracking down the things that fail when run with GitHub Workflows.

* Bump APITESTS_COMMITID

* Remove skipOnOcis and notToImplementOnOCIS tags from .drone.star

They are no longer used

* Adjust expected-failures
