This PR contains cypress tests for source and target storage functionality

How has this been tested?

@kirill-sizov, Hi, I've added to all commands in github workflows that run CVAT instances a new docker-compose yml file with minio running, but in the logs I see that the minio container is not starting. Could you please take a look and comment? Should I update the configs somewhere else?

@Marishka17 Currently full workflow runs with config from develop branch. It's known problem and I will fix it in nearest future. As a workaround I ran full workflow manually for you branch, see progress here: https://github.com/opencv/cvat/actions/runs/3051423534
