@klamonte brings up a good point in the latter comments of #2204. "most" terminals we can't positively identify are set to scroll sixels by default, and simply omitting DECSDM might be a better strategy than guessing whether they implement it one way or the other. i think she's probably correct.

only emit DECSDM on a positive terminal identification with known semantics, but always do so on such a temrinal, in case it has been placed into the undesirable mode.
