The idea is that one can do
make changelogto update the CHANGELOG.md (for review) andmake releaseto update the CHANGELOG.md and VERSION files, commit them, and tag a release.Also, this will determine the full version string according to git describe, so we can see what git revision was compiled by glancing at
neopg version.
