Follow-up to dbt-labs/dbt-core#5265. Continues #160.

To do before merge

  • Reset dev-requirements.txt back to original
  • Explicitly document the definition of dbt_utils.current_timestamp() before and after
  • Determine how to handle tests decorated with @pytest.mark.skip
