This is the first release (or pre-release, really...)!

All the basic functionality is done, with one exception -- CMake, athough being available through the CLI and detectable, hasn't been implemented yet. Indeed, using Tap on a CMake project will result in a todo!() panic.

This also serves to test that the github actions workflow for automatically attaching compiled binaries to a release is working.
