The CI pipeline was previously downloading golangci-lint using the tool goreleaser/godownloader which is now deprecated. This PR changes the GitHub actions config file to use the latest recommended installation method.
This updates the 1.7 release to use the latest version of the blockchain module which includes modifications enforce maximum difficulty rules on the test network. In particular, the following updated module version is used: - github.com/decred/dcrd/blockchain/v4@v4.0.2
