build: Update to Vite 4 (#1137)

Fixes #1077 

This updates to Vite 4 and also switches us to the SWC React plugin for
Vite. This only affects development mode and we weren't using any babel
plugins in development w/ the previous plugin. Local dev seemed to work
similarly for me (some things trigger HMR, some trigger a full reload)
