Updated oscal component file for bigbang istio

Adding exclusions to produce a passing result. At first glance - someone might think we are bypassing gaps in order to produce a positive result - Not a responsibility of the tool and this is not a %100 complete query yet.

Resources like deployments/statefulset/daemonset have not been mutated by istio to include the proxy as they exist in the cluster - but the pods belonging to those resources do indeed have the proxy.
