Description

Adds cobra cli documentation generation command under a new internal command

Intending to add good first issues to update command documentation natively in the code for propagation to generated cli docs.

Looks like some of the information contained in some of the cli docs (thinking specifically like evaluate.md) may have been lost. Should we take some of this info and perhaps move to oscal/assessment-results.md?
Some of these synopses are also pretty sparse, may want to add some follow-on issues to be a bit more verbose about particularly generate, validate, and evaluate

Agree that the aperture on cli documentation was quite wide initially. Will review some of that lost info and port it over if there are no other big items that stand out.

Otherwise this puts in motion more incentive to have better help messages and creating more issues was the intent of my mention of good first issue's

I noticed the assess.md doc was removed but not re-added as lula_assess.md

Is that because lula assess dosen't exist yet? I don't have any reservations for removing or keeping it, just curious.

Correct! All generation is driven from cobra cli code. Optimally the target directory is entirely driven by automatic docs generation and so I opted not to re-include it.
