chore: renovate updates

Description

1. Utilizing the common renovate config captures all dependencies, so removing duplicate regex from local renovate config.
2. Also updating the grouping of the renovate deps. What was originally a single group for all dependencies, is now two groups. One group is specific for Gitlab Runner Package (gitlab-runner, gitlab-runner-helper, ubi images, etc.) and another group is for the support dependencies of the package ( github-actions, uds-cli, zarf, etc. )
