factor out duplicated code of didReceiveRemoteNotification and performFetchWithCompletionHandler
fixes appIsInForeground bug, closes appIsInForeground not set correctly on startup #1134
do not use background time if we did a background fetch less than a minute ago; this closes do not run didReceiveRemoteNotification and performFetchWithCompletionHandler simultaneous #1133 and should also increase the chance to being awakened at a more useful time
