Resolves Navigation Updates: Tasks not related to an appeal

Description

Implemented the ability to expand and collapse the existing appeals section,

Testing Plan

1. Login to caseflow with INBOUND_OPS_TEAM_ADMIN_USER
2. Click Your Queue
3. Select Correspondence Cases from switch view dropdown
4. Select any correspondence and redirect to correspondence details page.
5. Under Correspondence and Appeals Tasks tab Tasks not related to an appeal header should be collapsible with + and -
6. Box frame color is updated to be the same color D6D7D9 (color-gray-lighter) of all other card boxes.
7. Header box Color is updated to F9F9F9 (color-gray-lightest)
8. Header title: Tasks not related to an appeal is bolded
