feat(utils): new shadowSelectAll utility #3796

This new axe.utils.shadowSelectAll() method should make it a little easier to explicitly include or exclude nodes in shadow DOM trees. This is a first step in providing a context that can include/exclude shadow DOM nodes without additional code.

Related to #3765
