[PYPI] Fix broken publish action #14

This PR fixes the broken PYPI publish action.

Changes

Upgrades the build job to use python 3.12.
The classifiers for the project now also include tags for 3.11 and 3.12
cibuildwheel has also been updated to the latest version.
Looks like there's a race condition that causes the rust toolchain setup step to fail on Windows sometimes. See Race on removing setup file for self-update in GitHub Actions windows-latest worker rust-lang/rustup#2415 and Deal with windows file locking rustup.exe + any proxies when they are executed rust-lang/rustup#2441. I've added the --no-self-update flag on the windows builder for now to prevent this issue from causing CI failures.
