[Devtools Week] Update contributing guide #39

What does this PR do?

This PR updates the contributing.md in order to be more consistent with the rest of the contributing.md files inside the Devfile organization. The updated document follows the contributing.md file of the registry-support repo (here)

Which issue(s) does this PR fix

fixes devfile/api#1351

PR acceptance criteria

Testing and documentation do not need to be complete in order for this PR to be approved. We just need to ensure tracking issues are opened.

  • Unit/Functional tests
  • Documentation

How to test changes / Special notes to the reviewer

@thepetk Does these checks run only by default or in all cases? Are there any scenarios where they don't run all the checks mentioned?

@michael-valdron I've removed the openshift CI as is doesn't exist as a check and added the code coverage checks.
