Update deprecated github actions to latest version

What does this PR do?

This PR updates all deprecated github actions using NodeJS 12 in order to use NodeJS 16. The list of actions updated are:

How to test changes / Special notes to the reviewer

I've tried to test the new versions of actions in my fork. Some of them might fail as we are inside a forked repo but the github actions run without an issue:

• CI
• Code Coverage Report **this workflow fails also in devfile/api repo.
• Publish devfile schema
• Release typescript models

I've included a fix to the jsonschema-cli dependency. I've created the validate_schemas.py file which uses jsonschema instead of jsonschema-cli. After the update of cython to 3.0.0 we couldn't install the pyyaml < 6.0.1 as requested from this dependency and as a result we had to find another way to validate our samples. As the jsonschema-cli is just a cli for the jsonschema, I think the safest way to remove this dependency was to use directly jsonschema.

I've included a fix to the jsonschema-cli dependency. I've created the validate_schemas.py file which uses jsonschema instead of jsonschema-cli. Looks like the "latest" release of jsonschema-cli was from a few years ago, so it's a good approach to not use it anymore since it's no longer maintained.
